Sold an Ilco transponder key for a 2000 Toyota Avalon. The car and key support On Board Programming and the Ilco 2005 Key Blank Reference says to follow the programming instructions 'E' in the back of the book. So, I adviced the customer about programming instructions E, and sent them on their way. They soon sent me an email explaining that the couldn't get the key programmed and asked for assistance. I double checked the instructions and compared them to the instructions published by Briggs & Stratton and everything was correct, but I checked the instructions in the 2004 edition of Autodata and they were completely different. Before i had a chance to email the customer and provide the instructions found in the 2004 Autodata book, the customer sent me the following email:

I did it, it works. They are programmed now. Now I
gotta go get them cut at a locksmith.

I hunted around the internet and found a few more
websites with the same instructions, but one place had
added a few more steps. So I tried it, and it worked.
The problem I had I think when I tried it the other
day was that I had the car door open.

Here is the instructions from the other website. You
may use them if it will help other people.

Add Duplicate Key
1. Make sure all windows are rolled up and all doors
shut.
2. From outside the car LOCK the car door with the
key.
3. From outside the car UNLOCK the car door with the
key.
4. Enter vehicle and close the door.
5. Start the car's engine. THIS LOCKS ALL THE
DOORS.
6. Turn engine off and remove key.
7. Place master key into the ignition. DO NOT TURN
ON.
8. Press and release accelerator pedal 5 times.
9. Forcefully depress and release the brake pedal 6
times and 10.Remove key.
11.Place new key into ignition. DO NOT TURN ON.
12.Press and release gas pedal 1 time.
13.After 80 seconds new key is registered and security
light goes off.
14.Remove new key from the ignition lock.
15.Depress and release brake pedal 1 time to close
programming.
16.Wait 15 seconds for programming cycle to end.
17.Insert new key into ignition lock and start the
vehicle.

When I did the second key, I just used steps 5 thru 17
and it worked, so steps 2 and 3 may not be necessary.
